You're funny. The bureaucratic state is creating this mess. Why would they fix it?
To meet growth requirements many cities are actively working with big corporate developer/landlords to build and operate multifamily condos and towers. Bureaucrats created excessive regulation so the individual can't build housing. Where I live it takes over a year to get a planning permit and two or three years to build a single family home. Instead cities are working with big developers and building 'market rate' housing. Unfortunately the 'market rate' is higher than any middle class wage earner can afford.
'Fair-minded Citizens' have little control over this process. It is the bureaucratic state working with big corporations that is running housing in cities. In most cases these bureaucrats are unelected, so political action does nothing.
I think in Europe there may be models for communal housing paid for by the state, but in the U.S. at least this doesn't exist.
