Yes, the overall problem is over-production and over-consumption due to capitalism. A Bill Gates strategy where we grow or develop technological solutions while still over-producing is foolish. Also assuming the government can "regulate the shit out" of capitalism is a foolish assumption. Capitalism either grows, or it dies. Regulation just stops over-consumption, and may just kill capitalism. The solution is to takle over-production. There are some good solutions for this, but I don't think government regulation will solve the ills of capitalism.
