We do not have a homelessness problem, we have substance and mental health problem. By misstating the problem, you cannot propose a viable solution. And I saw no real solution proposed here except paying workers more money? Really?
The solution to substance and mental health problems is not out patient clinics and ‘homeless’ doing drugs on the streets. The solution is the creation of small inpatient mental health clinics and group homes. This is what is needed to tackle the problem. These group homes could be apartments or houses with four to six rooms with mental health staff watching over the group.
This is not a homelessness problem, it is a healthcare problem. The solution is universal healthcare for mental illness and drug abuse, and then small inpatient and group homes for its treatment.
