Thomas Paine in the his book 'Common Sense' makes the distinction between government and society. It is government's role to stop us from our vices, while it is society's role to help us express our virtues.
The 'pursuit of happiness' is the expression of our virtues, and should be the role of society.
Capitalism creates unequal distribution of capital by exploiting workers. This is the vice of the upper class, and the middle and working class should be protected from this by the government.
Unfortunately, the elite upper class controls the government at this point. To fix this exploitation and 'suffering' would mean to recapture government away from the ruling elites. That, my friend, is easier said than done.
