There was a state law requiring all electrical lines be insulated to stop this. Unfortunately, PG&E has uninsulated lines in the most of their rural areas. This is an easy but costly fix. Along highway 101 in San Rafael last year I saw several small fires created by dry leaves catching fire from exposed lines, then catching the grass below on fire.
This is state problem, and governer and law makers should have fixed this problem years ago. They have let PG&E be irrisponsible. Newsom in particular is responsible for not holding PG&E to task.
