There is no financial incentive to perform carbon capture. It does not produce a viable product that can sold or monetized. Thus the cost of carbon capture would need to be paid for either by tax payer government subsidies, or governments forcing policies on corporations. In either situation, the government would be actively engaged in controlling production. In the current neoliberal environment this is impossible. Carbon capture is entirely dependent on moving to post-capitalist system. This seems improbable in the next twenty years. So unless someone figures out a way to monetize carbon capture, it will not be implemented.
