There is a concept that most of Europe subscribes to of a postindustrial economy. This is based on service sector jobs, intellectual property, computers, and media. The idea is we can evolve from an industrial to a postindustrial economy. This assumes a postindustrial economy is more advanced than an industrial one.
There is also an idea of 'unequal development'. Capitalist countries store their capital in cities like London, and push manufacturing and other forms of production to less developed countries. Capitalist nations extract and store capital from pre-capitalist nations. In this case Russia.
These two concepts of capitalism and industrialization are being challenged by 'developing' nations like Russia and China who challenge the wealth extraction from 'undeveloped' countries to 'developed' ones.
The capitalist 'agenda' of the climate change movement is to move to a postindustrial economy. The 'secret agenda' is that this creates more 'uneven development'. It requires wealth extraction from industrialized countries, while postindustrial countries reap the benefits.
It will be interesting to see how this plays out, as it may destroy the climate change movement and its underlying concepts of a postindustrial society.
