The problem with this report is that it has to be socialized between all the countries of the world, and as such no country is called out for their specific contribution to climate change. This creates an abstract problem, and abstract solutions instead of specific ones. The biggest and most pressing problem is China's building of thousands of coal fire plants in the last 20 years. This is the single largest contributer and should be adressed specifically. Without the ability to recommend specific actions by specific countries this report is worse than useless as it gives false fear and hope.
