Sounds very similar to how hospitals were financed in the 1800s and early 1900s. Communities and churches would get together and build a hospital, and the church paid for healthcare.

These community/church hospitals eventually got bought out by corporations, and now these assets developed by the community are owned by corporations.

Interesting to turn infrastructure into non-profits. Certainly can work on the local level. Not sure if it could work on the national level. It would be much more difficult to get investment capital.
