Recently the U.S. and state governments have create legislation to track 'BIPOC' groups through various programs to inform law and policy makers on how to institute 'social justice' programs. The government is creating data and knowledge about these groups.

'Race' becomes a tool for institutional social regulation. Subversive groups, to the point of breaking social structure, are normalized and reintegrated into the existing order. Previously radical groups are co-opted into the dominate 'white' social order. Normalizing 'BIPOC' into government institutions means these groups were unsuccessful in carrying out revolutionary change. Radical folks like Malcolm X would be horrified by the term 'BIPOC'.
