Rain fall changes from year to year. Part of 'resiliency' is to plan for and create excess capacity for dry years. California hasn't done this. It looks like 2022 is about 64% of average. See here: https://cdec.water.ca.gov/reportapp/javareports?name=STORAGEW

My general point is that instead of planing for resiliency for climate change, they are pushing reduction of carbon emissions and 'consumption' on all fronts. It doesn't make sense from a climate change point of view, but does make sense from a social/political agenda.
