I'm reading about Henri Lefebvre. He set up multidisciplinary teams to work on philosophy and social issues. My suggestion is instead of peer review by philosophers, rather review by multidisciplinary teams. You will get more creative approaches to ideas.
As an architect I come from a background of 'architectural theory', not philosophy. Including view points from other disciplines will help move philosophy to new and uncharted waters. Artists, architects, sociologists, and other disciplines develop theory through praxis. This is often more interesting and practical than pure philosophy.
