I would call this scheme 'monetizing the middle class'. What does the middle class need to perpetuate itself? Higher education, housing, healthcare, and retirement plans.

How to monetize? Eliminate a public option. Force predatory lending. Raise prices exponentially until the whole middle class income goes to these needs. Eliminate government protections and write legislation to favor the wealth extractors.
