I think you missed the main question; "what is planning"?

Planning is the social construction/production of urban space. To this end, it is a coordination of government, institutions, corporations, and individuals to produce/construct space in cities. 'Strategic coordination of development' is a technique, not a goal. Democratic consent is inconsistent with government and institutional power. At best a way to manufacture consent. The real goal is to capture land values and store them in a capitalist system. This means that land use is secondary to land value. This is the main problem in cities today. Cities store wealth, at the detriment of human use.
