I honestly don't think anyone understands what 'sustainable development' is anymore. The problem was advanced by the UN in 1992, (before anyone knew what global warming or climate change was). It was advanced to solve the problem of 'uneven development' where rich capitalist nations had and used all the natural resources, while pre-capitalist nations remained poor and exploited. The solution was to have rich countries use less resources and pay poor countries for their economic development. This mixes two different agendas: environment and social welfare. The solution it solves for is capitalist over-production and uneven-development.
This is where the 'cognitive dissonance' comes from. You can't use capitalism to solve the problems of capitalism.
