Good analysis of the problem, but poor solution.

A better solution would be to make housing and land ownership a fundamental right. Frank Llyod Wright's 'Broadacre City' idea gave an acre of land to every citizen of the United States. Perhaps this is too idealistic, but giving every citizen 1,000 square feet in the city in the form of a house or apartment is not. It should be a birthright of everyone to own a little land or space in the country they were born.
