Capitalism and socialism have been misunderstood as more government, or less government. But, both need more government. Urban planning is a good example, as the government owns the land and determines plot size, utilities, and all other factors, and the private institution can buy the land, but only in accordance with government regulations. Never is there pure ‘capitalism’ in land ownership.

A better gauge would be more freedom from government regulation, or less freedom. Libertarianism or authoritarianism.
