Although I agree with your definition of systemic racism being a social construct of power, and very different from bigotry (prejudice), you are missing a key element in your theory. You need come down from your ivory tower and listen to Black people's lived experience.

During slavery there were "house Negroes" (using the old vocabulary) and "field Negroes". House Negroes were often treated as part of the white slave owner's family since they were maids and butlers. This made them feel superior to the field Negro who worked in the fields and was often treated badly. This is systemic racism, but within the Black community.
This explains how Black men, like O.J., Bill Cosby, Michael Jackson, etc... . are treated well as long as they are acting in polite white society, but if they step out of line, they are persecuted with prejudice.
I think what Trump is doing here is 'dog whistling' that Fani Willis is a house N... for the Democratic party. Not sure his intent, but it certainly seems so.
