Although California is among the most developed areas in the world, there are still thousands of miles of power lines that are not insulated. In the dry season they turn off the power for days and sometimes weeks at a time because leaves or branches touching the lines cause fires. So I think there are many places in the U.S. that are rural and do not have adequate infrastructure.
